Hi,
is the expansion pack also useful for less than 20 players?
I mean: the base version is suitable for 15-20 players, but some of the characters are really "outsiders" that can be easily omitted. I was wondering if you could replace these side-characters with some "core" characters of the expansion pack?

That's an interesting idea! I'm not sure if anyone has actually tried that before. But it seems to me that it should work OK, if you add a bloc of expansion characters in place of some of the isolated optional characters from the main game.
I guess 'proceed with caution' would be our verdict
